India is persistently exposed to formidable security challenges and there is an increasing threat from the rising crime rate and escalating terrorism. On the other hand, Police-public ratio in India is 136.42 Police personnel to protect every 1 lakh citizens which is a huge gap generally bridged by Private Security Guards (PSGs) being our first line of defence.
To improve the benchmarks for Private Security in the Country and to regulate the industry through a licensing process, Private Security Agencies Regulation Act was enacted in 2005 by Govt. of India. On the basis of Central Act, the Private Security Agencies (Regulation) Act 2005 (PSARA), The Government of Kerala had formulated Rules namely “Kerala Private Security Agencies Rules 2010” vide Extraordinary Gazette notification No. 134/2010/ Home dated 18th June, 2010 (SRO No. 589/2010). The Act sets forth various standards and requirements which need to be fulfilled if a Private Security Agency wishes to get licenced. Some of them are:

Training before deployment.

Verification of antecedents of the person wishing to start a business in Private security.

Maintenance of registers containing details of security officials, managers, supervisors, clients and other such particulars as may be prescribed.
